The Conastone to Northwest Reliability Upgrade project involves the reconductoring of two 230kV circuits along an approximately 24-mile stretch through Northern Baltimore County and Harford County, from the Conastone Substation to the Northwest Substation.
This work includes the upgrade of two overhead lines, the replacement of six existing structures, and the addition of two new structures. Additionally, there will be 13 foundation reinforcements, 16 foundation repairs, and numerous steel reinforcements to existing lattice towers. Terminal equipment at the Conastone Substation will also undergo necessary upgrades. BGE has identified a potential need to use helicopter flights to complete a portion or portions of this work in 2026. More information will be provided as it becomes available. Construction for this project began in August 2025.
Current Activity
Due to recent weather events, helicopter flights along the Conastone to Northwest Project Route have been paused from February 14, 2026 through March 1, 2026. An updated schedule of flights will be provided on this website prior to flights resuming on March 1, 2026.
Current Construction
BGE authorized contractors are currently working on strengthening the foundations of existing structures along the Conastone to Northwest Reconductoring Project route. BGE anticipates using bucket trucks, bulldozers, concrete trucks, and other equipment to complete this work. Crews typically work Monday through Friday from approximately 7am to 5pm. Occasional evening and weekend work may be needed on a case-by-case basis. Foundation construction will begin at the northern and southern ends of the route and crews will work towards the middle.
Upcoming Activity
Beginning in January 2026, as part of this project, BGE will be using helicopters to replace materials on existing structures in the right of way and to pull new wires between poles. You will likely see helicopter activity during certain scheduled periods of time in 2026. Currently, helicopter use is scheduled for two phases. Phase one is from January 2026 through May 2026. Phase two is scheduled from September 2026 through October 2026. Additional flights outside of these scheduled phases may become necessary as work on this project progresses.
Helicopter flights along the Conastone to Northwest Reconductoring Project will take place from dawn to dusk Monday through Friday. Occasional weekend flights may be necessary based on weather conditions. During helicopter use, you may experience an increase in noise and wind. Due to potential wind gusts, we recommend securing or removing lightweight items within 50 feet of the BGE right-of-way. As part of this work, helicopters will be landing in designed areas throughout the transmission corridor.
Simultaneous to the scheduled helicopter flights, BGE and its authorized contractors will continue to work on the structures in the ROW from the ground using bucket trucks, bulldozers, concrete trucks, and other construction equipment.
